Mainz, 17 June 1807.
I have been back, my dear friend, for ten days, and yet I have not yet been able to find a moment either to write to you or to do my final work on the new accounting system; at last I am doing the former today, and tomorrow morning I shall get into the saddle without unbridling [work without a break], for it is high time I attended to it.
I left my wife in a delightful place of residence in Kassel; Martellier occupies the Elector's small house, precisely the one named Bellevue, and 100 paces from the gate one enters the beautiful tree-lined avenue that leads to Wilhelmshöhe; I assure you indeed that Versailles and Saint-Cloud cannot be compared to it with respect to the gardens, the beauty of the fountains, the expanse of these gardens, and the advantage taken of the waters; but it must be acknowledged that nature has greatly assisted art in these gardens, for they are formed upon a mountain, a mountain fertile in vegetation, abundant in springs, furnished with rocks, so that everything there has favored the taste of the Princes, who turned it into a magnificent English park; however, you will be able to read descriptions of it elsewhere, and I do not have the time to stroll there any longer with you.
I stayed 2 days in Kassel; Martellier is doing what he can there to spare the country, though not all that he would wish.
What will become of this country? In truth it grieves one to think that the seat of an ancient house which left so many beautiful monuments there...

of every kind should be taken away from it for ever. However, General Daure has just arrived from Düsseldorf and has prompted the thought that this country might well be [given to Berg?] to remain with the Grand Duke's [brother-in-law?].
I hope nevertheless that my wife and daughter will remain there for part of the fine season and strengthen their health; they are so well there. The inhabitants of Bellevue spoke to me about you and send you a thousand greetings.
Here I am again among figures and between two places. The situation is not the same, I confess. At last I have caught up a little with my current work.
I found a letter from [May's?] partner, who again expresses a keen wish to have returns in paper. See my reply of today.
There is absolutely no way of sending English guineas; and if many were wanted, they could not be found at any price.
Here is the Frankfurt quotation list. It is always the same thing; how is it that you, who understand the matter, do not tell them once and for all?
They want to settle the drafts of the Receivers General only from the day their funds arrive in Paris.
Does that have the slightest shadow of justice? Do the Receivers General owe

anywhere other than at their domicile? Are they not debited for their obligations at maturity, their sight vouchers five days later, and their recoveries of bills ten days later? And how do you expect [a current account to be maintained?] if I am credited only when my funds arrive, perhaps fifteen days after I send them? What a disparity, moreover, with the Receivers of Paris, Versailles or the neighbouring places!
It is said that economy and the contractors' needs dictate this measure.
What a fine moment to economise at our expense: when there is such a glut of riches and of spoils from Germany that no one knows where to put them! When poorer, one was more generous; abundance ought not to make one avaricious and unjust.
The contractors' needs? But that is [deliberate? — word uncertain]. I know those needs exist: everyone asks me and no one has any. Paris owes nothing to Mainz or to foreign countries. It is precisely what is drawn from Paris and the interior for the [supplies?] with the armies; payment can only be made in paper payable in Paris [wording uncertain].
If there are departments in the interior where this is otherwise (and I believe there are few), be sure that the Receivers to whom you grant fifteen days' enjoyment of the funds, and who have a direct interest in keeping as much money as possible in their departments, will seek out all the paper payable in Paris that exists there. But the string is pulled too tight. What is the result? The Receivers write to me from all
[in the rotated left margin:]
sides; they write everywhere to obtain paper payable in Paris. Far from supplying it, this search raises the rate of the best bills [following words uncertain], and there will no longer be any means of obtaining [the poorer ones?]. Is that so hard to understand? Is it not as simple as ‘good day’, which I wish you? I embrace you with all my heart.
[paraph]
Notes
The conclusion continues along the rotated left margin. A few words concerning accounting and the gradation of bills remain uncertain.
