9 July 1807.
At last, my dear friend, I have my new system of bookkeeping. When you see it, you will not be surprised at the time I have taken. I first had to read carefully the system of Mr [dff.?] Didier, reflect on it, try it, let the ideas to which it gave rise mature, then [one word deleted] develop them after several [uncertain word], test it, put them on paper, make the models, and have everything copied, reviewed and corrected, and so on. All this took place amid other work which never allowed me to work continuously. When I wished to work at night, I first had to dispatch the most urgent part of our current business before thinking about the new system. At last I have brought it into the world. I greatly fear that, to you, the mountain may seem to have laboured; nevertheless, please examine it once and do not judge it by a few inconsistencies.
This is not exactly the system I was already using. Since I kept other accounts [addition: in single entry] for the Public Treasury, I had no need for immense detail directly in double entry, and [a few words uncertain] in a lump in the general receipts account. Today, on the contrary, when your bookkeeping will dispense with the others, it seemed to me necessary to find together in it all the details a Receiver General could wish for and which the Public Treasury, or even the Minister of Finance and the prefects, may request from us. The new system of Mr [dff.?] Didier made me neglect somewhat the statements which our bookkeeping ought to show,

their Public Treasury account is rather too much like that of a correspondent, or a clearing account, whose balance is the only thing constituting a receipt. The Public Treasury cannot be reduced to that: it must be the principal object of the bookkeeping of a general receivership, because [ultimately?] it must also adopt the old double-entry system, and the accounts of the general receiverships, taken together, must make up its own.
In the new system [one word deleted], I find no account showing the whole of a Receiver General’s receipts and expenditure on behalf of the Public Treasury.
There is none which can justify that he [does not fail?] to supply all the vouchers and advices he must supply; none showing the course of collection; none enabling him to compare his actual receipts against the provision and against the undertaking he has subscribed, by due dates.
The Public Treasury account [and account?] of direct taxes, [S.?] folio 7 of the general ledger [one word deleted; addition: of the Instruction], shows only a single entry and the same sum coming on the credit side; that may not be sufficient.
I see no account [one word uncertain] showing the actual whole of the revenue [a few words uncertain] against the funds [a few words uncertain] at the prefect’s disposal and enabling him to know whether sufficient funds exist to pay the orders of [his prefecture?] [entered on the debit side?].
Yet all this information will seem necessary for the

interests of a Receiver General, and is constantly demanded of him by the ministers and prefects.
Finally, concerning the method of correction [one word uncertain] arrears in the Public Treasury’s books: it is absolutely necessary that it should have two accurate and reliable sides, and that [in no case?] it [can?] be corrected without the existence of the totals being affected. The method I propose [may appear?] ridiculous to a man accustomed to keeping double-entry books; but, I beg you, do not reject it lightly or without putting in its place something which fulfils the same purposes. The method of correction is quite immaterial to the Receiver General, but it is not so to the Public Treasury. If the method proposed by your clerks is adopted definitively just as it stands, soon one will no longer recognise the Public Treasury in it, and one will not be able to assess its revenue and proceeds [exactly?; superscript replacing a word tentatively read as “any”]. How [would?] the General Account be rendered? How is a budget drawn up?
It may be said that auxiliary books can supply the deficiency. But, first, none of the auxiliary books [a few words deleted; addition: of the Instruction] supplies what I find lacking in the system. Moreover, auxiliary books are single-entry books: they do not balance, and [a few words uncertain] the whole system consequently offers no security.
You know, my dear friend, that in doing this I have no purpose other than the good of the service. I therefore have some claim to your indulgence. Have the patience to read me. When you do not find me clear—which must often happen, for I have not the time to recast my style or begin a sentence again when I [am?] not quite satisfied with it—read me again, look for the application or

the reasoning, and finally, if you need explanations, ask me for them.
There is no doubt that my plan can receive much improvement and be made much more perfect. The more you improve it, the better it will be. I shall always be content if I have been able to point the way.
I should be glad if you could read it alone before handing my work to Mr [dff.?] Didier. You will already have some idea of it, and can then discuss it all the better with him as you read it together.
I ask to carry it out during the last six months of this year. Let the Instruction of Mr [dff.?] Didier take effect during that same interval; it will have given the Receivers General an idea of a double-entry system. Then, from their combined observations and a comparison of their copies of journals with mine, a supplement to the Instruction will be drawn up, which we shall all follow at the same time from the opening of 1 January 1808.
The sooner you can answer me on this, the more pleasure you will give me, so that I do not undertake useless work.
I am not writing to the Minister. If you judge my work good enough to be worth speaking to him about it, do so; otherwise, be discreet.
I embrace you with all my heart.
