Please notify M. J. [Mascotdor?] that I have just drawn on him from Paris two payment orders: 450 due on 1 May and 450 due on the 15th, to the order of Eugène Reiset. Ask him to receive them favourably and provide cover for them as usual; notify [Mme?] [uncertain abbreviation] Reiset.
I am returning M. [Ferraté?]’s letter. Please have him told, or write to him, that I cannot request a month’s leave for him until he informs me of the power of attorney he has granted to the person authorized to sign in his absence and communicates that signature to me. [Crossed-out word in the condition.]
M. [Moulainy?], [who came?] so opportunely [short words uncertain], is now known and deserving of some confidence.
Wait until you have definite news that M. Lecaudey has been installed in office, and then write to the prefect that instead of [his?] letter of … [dots written in the manuscript].
I had written to M. de Soubeyran that he should not have hesitated to make that installation, since you had asked him to do so despite the collector’s delays in meeting the requirements, for reasons you judged excusable. The collector had shown proof of [payment?] of his security, and [crossed-out word] M. de Soubeyran replied to me immediately that he was going to proceed, which in fact took place. I [enclose?] the notice I have just received. Moreover,

Mr Prefect, I must not conceal from you that the Minister, much concerned with everything which could promote or impair the progress of tax collections, had formally told me to make known to him which of the new collectors would not be in a position to take up their duties at the end of the month reckoned from the day on which they were notified of their appointment. I therefore wrote to the district receivers on [19?] March to inform me of those collectors who would be in that situation, and to defer their [crossed-out word] installation until a new decision [interlinear addition: or until my personal authorization]. But the letter you wrote to M. de Soubeyran about M. Lecaudey was precisely the new decision he needed and made my personal authorization unnecessary.
I trust, moreover, Mr Prefect, that you will have done me justice [short connecting words unread]. The rights and duties which arise for us from the very broad and very serious responsibility imposed on us in relation to tax collectors were not taken into consideration in the latest appointments, since our consent was [insertion: not] sought and no proof of the new tax collectors’ solvency was provided. The district receivers and I did not hesitate for an instant to have those new accounting officers installed who had made themselves ready to take office.
Please believe that I [shall?] always [crossed-out words; addition: have at heart] to give you, in everything within my power, testimony of my full deference to the wishes of the administration and of my eagerness to support them.
[“Justice” and the following link begin in the left margin, on the same line as “the rights”.]
