Paris, 9 April 1831.
I had spoken to Mondary about a circular from the Minister concerning the installation of tax collectors. He replied that he had not received it. But tell him that it is a circular to the prefects, dated 21 March, and inserted in the Moniteur of 1 April. It requires installation within a month of notification of their appointment. I cannot know the latter date, but the appointment order is dated 3 March; one may suppose that notifications were not made after the 15th. Consequently, a letter must be written to the Receivers General, telling them to report to me on the 16th of this month on the installations of the new tax collectors appointed by the order of 3 March last, and on the reasons known to them that have so far prevented the installation of those not yet installed.
Here is a letter to Mr [Meunier?] about his account.
I have chosen to keep to a rule of taking the [N.Y.?] acceptances at 4½ for two reasons. The first is that this will induce him to give them full preference; the second is that I shall easily place these [crossed-out word] acceptances at 3½ or 3⅛.
Make a copy of [my?] letter when sending it.

your letter of yesterday. I have no certificates here at all. I had no reason to keep Mr [Pétard?]’s, but Mrs [Reine?], whom I spoke to about it, says she does not have it either. Look on my desk among the papers between my writing stand and my writing-sand container, in case it might be there, but I do not think so.
I return his booklet. The month of February is indeed owed to him, so please pay him for three months, making 300 francs. Mr Bourgeois should also have paid him for his food at 30 [s?] per day, from 3 March until the day of his departure.
I also enclose [the note?] for [uncertain name]. I would only ask you to tell [Moreau?] to hand Mrs [Gilfet?] an account of the oil, candles and other items he has left, so that it can likewise be handed over to the new porter to be taken on.
I have received the [D.H.R.?] accounts. I have already handed over that of Mrs [D.D.R.?], showing a balance of 1,500 francs as of 1 January.
Since this trip Chaulet has procured for me a third copy of his statement of purchases and sales, which he had not done until then to avoid postage. Meanwhile I am having him told to buy Mr [Achard?]’s government annuities and ask the purchase quotation for the [Rentier?]. But I can already see from the notice that the 1,000 francs in 3% annuities were purchased on 2 April at 46.80 francs.
Here is another letter from Mr [Haas?]. Reply to him, notifying him of the 600 francs for the wood tomorrow. [Wednesday?], [value?] at Le Havre, and return your letter to me.
Entirely yours, [initials].
Notes
Names, abbreviated account labels, a securities label and the short notation after the 600-franc instruction remain qualified. The reverse continues the sentence begun on the recto. Sablier is interpreted here in the desk context as a writing-sand container. This historical sense is recorded in the Dictionnaire de l’Académie française, sense2: https://www.dictionnaire-academie.fr/article/A9S0023.
