Documentary annotation: Quel jour [avez-vous?] reçu
cette lettre du préfet ?
[pourrez-vous?] le savoir ?
Si le Préfet n’étoit pas
à Rouen, vous mettrez
sur l’enveloppe de ma
réponse cy-jointe et sur
le coin à gauche :

mais c’est inutile,
s’il est à Rouen.

English translation

Paris, 23 March 1831.

I enclose the sale statement for my 2600 francs of annuities at 81.40, for 42,302 francs, which will be [remitted?] to the Treasury.
Here is a letter for the Prefect; have it copied and sent. Mr Mondary will see how desirable it was for me to have information on what the tax-collection office of [Netterville?] is worth, and concerning Mr [Réquier?].
[Interlinear addition: But how is it that the Prefect’s letter of the 19th arrived only on the 22nd?]
Here is also a copy of my reply to Mr Février Laffitte. Have it placed in his file; you will see his reply. I also return his first letter.
I have received your letter of yesterday, which needs no reply. Tell Guiffard that he will receive a letter broadly in agreement with his note. [You will see to?] enclosing the papers Mr Guiffard had sent me.
A thousand friendly wishes, [initial H?].

Notes

Documentary annotation: On what day [did you?] receive this letter from the Prefect? [Will you be able to?] find out? If the Prefect is away from Rouen, write “To him personally” in the left-hand corner of the envelope enclosing my reply. This is unnecessary if he is in Rouen.
The brief instruction about enclosing Guiffard’s papers is tentatively read as addressed to the correspondent. The note in the margin specifies where to write the delivery instruction on the envelope.
